It was created as a place for aspiring comic makers as well as intermediates, pros, etc to hang out, have some fun, the works. On Comic Central, you should find many tutorials on drawing in Paint and many others to boot. Despite the fact that Comic Central may sound like it's not for everyone, it actually is. There are topics available in the forums that might fit the niche of the regular guy.
The main owner of the site is Epiph, but he also goes by the name Smoothy (Pretty gay, I know).
